As a regular Indian passport holder, you will need a visa to enter Belarus. The visa can be applied for at the Belarus embassy at Abu Dhabi. Whether you can go back to Dubai depends on the type of visa you are holding. If it is a single entry visa, you can’t come back on that one, if it should be a multiple entry visa, you may return to the UAE if you are within the time frame for which the visa has been issued.
Citizens of India residing in India have to apply for a visa to Belarus in person at the nearest consulate of Belarus in India. Please note that the application procedures and fees may vary depending on where you apply. If there is no consulate of Belarus in India there might be a consulate of Belarus in one of the neighboring countries that covers the jurisdiction of India. To reenter the UAE you have to apply for a new visa.
